How does one pay for study abroad in a different country?

I want to study in Norway, France, or Russia. I live in the U.S. and I am a U.S. citizen, and am already enrolled in College [art +design], I am planning to continue my education out there..think transfer.

I know that it is looks like the EU help you more if you come from an economically unstable country..or just not from America period. :/

How does one pay for study abroad in a different country?
I taught English in Grussia and Ukraine and also studied at the institutes where I was a teacher. I was able to study for free and many students there (paid) for grades. I know I'll catch @#$%^%26amp; for this but it was true, students of means were able to buy their certificates from the institutes. I know this because one student who could barely speak Russian miraculously was #3 in my class after failing (miserably) ALL of his exams.

I lived in France and attended Universite de Dijon and had a wonderful time. The school's fees for interantional student were on par with what you'd pay in the U.S. to live in a dormitory on campus: $30000 per year including meals and books.

Since you're Russian I'd say go there, you probably won't pay as much as other international students.
