what should a youngster interested in civil engineering do to be able to study abroad? more especially in terms of finace and academics. i want to go study in Italy because they have the best infrastructure so should i get the opportunity i will be able to apply the amalgamated skills that i will posses to make a succes of my life.

If you have any interest Germany, go there. German institutions offer great scholarships (often full-ride).
